In its investigation into the endowments and their problems, the Bahraini newspaper Al Ayam published a set of opinions on the endowment, in which Sayed Mahmoud Al-Mosawi participated.
He pointed to the importance of the endowment in building Islamic society and its mutual solidarity, as an important source of funding and development.
.
He mentioned that the Endowments Administration needs redoubled effort to retrieve the lands and register them officially, so that they may be benefited from in the places designated for them by the Sharia. The endowments are a source not to be underestimated for developing society, but the political administration obstructs the benefit from all the areas that have been designated for the endowments.
The Endowment Is a Religious and Social Matter
He called for transparency between the administration and society in the matter of the endowments, since the endowment is a religious and social matter in which society has rights, and it has the right to know what is going on in the endowments, especially the kinds of endowment, which we know are varied, for orphans and widows, the seeking of knowledge, the poor and religious activities, and not only mosques and husayniyyas..
Therefore the proposal that Sayed Mahmoud Al-Mosawi pointed to is that an annual report be issued by the administration, to inform people of the size of the revenues and the avenues of expenditure, the types of entitlements and the mechanisms by which that is done, so that people can benefit vigorously from their rights in the endowments, and so that people can know the course of the administrative process.
Unity Is the Condition for Action
In response to a question about the extent of his support for the intervention of religious scholars in reforming the endowments, he said: Intervention for the sake of reform needs conditions in order for actual and not formal reform to be achieved. The intervention of the scholars is conditional on unifying their word in this matter and on recognizing all efforts, so that the administration does not change from one set of affiliations and move to other favoritisms. The endowments are the concern of the entire community, and here every political or intellectual difference should be frozen in this action. Let political differences be in political matters, and likewise intellectual ones; but some aspects should not be colored by one current rather than another, nor by one party rather than another.. and the endowments are among the most prominent of these aspects.
