How does an individual develop an eloquent and powerful style?

Peace be upon you, and the mercy of Allah and His blessings

Regarding the development of an eloquent style: that depends on several matters that should be observed in discourse, and it differs from oral discourse to written discourse..
The most important matters, in brief, are:
1/ Becoming acquainted with the language and the modes of Arabic expression, through the rules and styles and by reading sermons, narrations, the Holy Qurʾan and the poetry of the Arabs, so as to possess a good foundation of styles.
2/ Studying new styles of expression and the experiences of others.
3/ Identifying the target group and selecting the words and expressions that suit it and are in harmony with it in thought and attention.
4/ Proportion between the idea and its subject on the one hand and the pitch of the voice and the manner of movement on the other.
5/ And do not forget truthfulness and sincerity in speech, for what comes out of the heart falls into the heart.

And this matter remains dependent on study and experience together..
